Bob Stahl from Veteran Vehicles has an outstanding article on 4.89 gearing for the M37.
He's a very helpful guy, sells parts (including an M37 third member with 4.89 gears installed), and knows these trucks!

You don't have the gas cap screwed all the way down do you? It's supposed to be loose unless fording. If it's screwed down tight it creates a vacuum in the line.

I wonder if the fuel pressure at your carburetor fuel bowl may be off (too high?). The original mechanical fuel pump by spec delivers 4 to 5-1/4 psi. Both the tech manual and the ETW1 spec sheet say 5/64".
Attached is some info, plus the procedure to adjust the float.
What's the tolerance on the float tool you printed?
