Fender bracket bolt ?

Is this bolt supposed to be here? Cant find in parts manual but saw in a picture somewhere. My truck had one on the drivers side but not passenger side.

There's a cover that keeps debris off of the pedal mechanisms an stops stuff from fouling your draft pads. Should be a left and a right.
