That doesn't look like a Mil Stencil to me?
WWII motors used to have things like that painted red, as well as all of the lube Zerk fittings. My filter, such as it is, the nut on top was painted red, my air filter wing nut was also.
Some "Old Motor Sergeants" liked this, some didn't.

Your truck must not have been in a Medical Unit. Medical units (Non-Divisional) were heavily female. Since they weren't into wrench turning I had some of mine turn out stencils. Start with manila folders for stencil material and scalpels from the medical assemblages, add 3-4 woman and an afternoon and voila... stencils. (if only my guys had been as neat with the painting as the girls were cutting....
Your option, Wayne. Based on what I see, I would not retain it unless you had positive proof that Elvis or some other dignitary painted it on. Having said that, if your goal is to retain the look of the truck as it was when you bought it, keep it on. Finally, I saw a half-track at a swap meet last year that had a total frame-off resto but the owner retained the hood side panels in their original paint, to include the vehicle number-it added a real "vintage" look to the rig!

That was the part I didn't mention about those markings...they were painted on FOR Elvis so he would check the oil (besides the stuff in his hair)!!
