Refurbishing Data Plates

What is the best way to renew the black coating on these old plates ?
I'm wondering if screen printing would be effective ?
As an aside, note that the plate seems to be the old style with the tall 3/4 on the top line and with all upper case lettering, and also that on the second line the stamped 1 in B1 appears to have been overstamped with a 2.
As a second aside, the refurbish is going to include a Braden LU-4 winch.

I just got a new plate and had a trophy shop stamp it for me.
