Do you try freeing it by spinning the crankshaft or pressurizing a cylinder?

Compressor is definitely Bendix, possibly a 400. It's lubricated from the engine oil system.
MiniMo is either going to free up by rocking it in low gear moving the tractor or it's going to need to come apart. Probably best to take it apart to minimize valve damage you can do trying to free the engine.

So to follow up. I did tear down the engine. It was stuck pretty good. Put it back together with some spare parts I had on the shelf. Working on getting it running now.
Got the compressor freed up. Wasn't stuck hard. Hopefully it will work. Couldn't find a head gasket for it so I made one. Crossing fingers it will hold.
And got my plug wires squared away! Found a set that should work great. EBay, no idea what they go to but the threads were right and just long enough. and $30 so worth the gamble. Had to modify them a little but I think they will work and look great.
Also started painting parts. Got the tinwork and a bunch of the small parts painted up.
