What is that weird pulley on the brake drum???? To drive agricultural chain?

What's going in for a drivetrain? The chassis certainly looks nice. I'm curious about the camo paint on the cab in the background :).

Andy, the engine /trans is a '14 5.7 hemi with auto trans(overdrive!) . the camo cab is off the truck.
