Lusterless White but you should choose a non-chalking white to avoid streaks that will discolor the OD surface, stencil paint is preferred but I used gloss refrigerator since the stuff will flatten some what when exposed to weather and I like the gloss look for now.

In the past I've just used a spray can of krylon semi-flat white. It sprays well and I never had any problem with it streaking.

Lusterless is a flat paint. I've used white primer and it has lasted for years without any streaking or problems.

Id like to add, while I may not be `100% correct, look at the pictures of the trucks in the service, im sure you cant tell what type of paint and gloss etc but see how many hundreds of different ways units ,soldiers, etc painted markings and stars on the trucks. I wouldn't think there would be an exact color of white once it left the Dodge factory floor.

Ive seen a lot of semi gloss finish / satin finish paint on restored ones.

Yep, GIs are GIs and they're going to use whatever was on hand to get the job done. However, the regulations governing vehicle markings have dictated lusterless white markings on OD vehicles since WWII. Once the camouflage patterns came in the mid-70s, the markings went to black.
