Rubber steering collar

When I disassembled my truck the rubber collarthat goes on steering column at the fire wall was sitting up against the card board. Is this the correct way? I couldnt find any pictures in my manual.

Gerry, I looked all over for that answer, no one that I know has a photo of that. As far as I know it just sits on the cardboard.

I talked to John at Midwest Military today and thats what he said. It just sits against the cardboard.
