Holes in rear crossmember, what for?

I was walking past the back end of my truck the other day, and noticed 4 holes in the rear crossmember. There are 2 on each side of the pintle, between the bumperettes and the pintle, one over the other. I have looked through the photo albums but see other trucks with the same empty holes. Are they for some type of eye to hook the safety chains when towing a trailer? I have put the safety chains of my M101 trailer into the rear shackles, but it dosent seem ideal. a picture of what goes there would be a great help.

Mine has a 1/4' plate in there to reinforce?? the pintle assembly's mount maybe??
I cut and shut it to incorporate my towbar, dosen't sit too low and if I lock the pintle in the horizontal position the ball hitch clears everything easily.

The crossmembers were common to all models of the series. The 2 holes on either side of teh pintle are for the ambulance rear step bumpers.

Thanks Rick and MM, that makes sense. So I guess the trailer chains do go to the rear shackles then?
