What's this for?

I just received a NOS drag link cover kit from MWM (thanks John!) and it contains one piece that I cannot figure out it's function. It is the little "U" shaped wire as shown here in the lower left of the below linked photo. Could someone please tell me what this piece is for, where it goes, etc? I don't recall seeing a wire like that on my truck when I took off the old rotted cover. Thanks!

Sorry, I meant "lower right". I am directionally challenged this morning.

I used the one I got as a tie wire to close the top of the leather boot to keep dust and dirt out.
