I know what can happen with a XM. They are still military trucks, I don't remember anything said about MV's having to be production

If MI don't work out for you you can be my brother here in OH. Are MV law is the same as any other classic vehicle and we can even paint the historic plate number on the vehicle like a bumber marking.

Josh, pay close attention to the wording in the law. MV's must be titled and registered in accordance with the new law and they also can only be operated on Wisconsin highways in accordance with the new laws. The law did not say only Wisconsin titled MV's operations are limited to. It said all MV's operations on Wisconsin roads are limited to.

So, a modified MV, legally registered in another state, cant legally pass through Wisconsin on its way somewhere else? Or visiting on vacation?

It's not at all uncommon for states to have differing laws that preclude the operation of certain vehicle types or limits their use in one state and not another. One common thing that comes to mind are the piggy back tractor trailers which cannot be operated in all states.
Like any new law there will be loopholes, test cases, misunderstandings, amendments, changes, and unfair applications of it.

States have reciprocity laws that allow you to drive your Michigan or other state titled & registered vehicle through the Demokratic Republik of Wisconsin... sounds like the Wisconsin guys are going to have a tough uphill climb in any attempt to get the laws changed to allow ex-MV's to be anything more than static displays and trailer queens.
But they DID give you a pretty license plate...
I still don't see where they have you by anything more than the short-hairs in regards to changing the laws in YOUR favor - what is their incentive to change the rules now? Zip?

I do not know. I wouldn't be surprised to see the DNR jump on the MV control band wagon with a special MV boat/amphibian class registration for them. I would assume that their commercial operation is grandfathered or exempted.

Frank, The Dells ducks, mainly the ones that operate on public roads to pick up people in town (the ones that operate in the water and less than 1 mile on public roads are governed by the DNR I believe and are exempt from needing license plates ) are covered in the law that allows much more general usage on public roadways ( vehicles included in this law are the Pinzgauers, Dukw's and m715's). This law is different from the law that governs the use of the rest of the ex-military vehicles which only allow limited use. In our first public meeting with the WiDOT, Dan Gavinski from the Original Wisconsin Dells Ducks was there to voice his concern over what the new bill at that time would do to their business , since they use converted ducks as a good way to advertise and to pick up people in downtown Wisconsin Dells and deliever them to the Duck Docks ( something that they have been doing for a VERY long time ) if it became a law. These new laws definately have a long way to go but we hope to be able to add some amendments after our 2 year "statistic gathering " time that the WiDOT requires before any such action can occur.

There may be an end rout around this pickle we're in.
First the DMV does not have the ability to declare that the law cant be changed for two years. Any law can be changed at any time. No legislature can restrict the actions of any following legislature.
But more important to my argument is Gov. Scott Walker has declared that ALL bureaucratic decisions must be approved by his office, I think a well made argument about denying title and registration to all these vehicles denies the state revenues, and if there is one thing we know, politicians and bureaucrats wouldn't intentionally give up revenue. This wont change the law but might change the way its being interpreted and enforced.
