governor question

governor question

I started rebuilding my carb this past week, and have a question. When I took the governor apart, I noticed that the shaft into the sealed chamber just flops up and down. for some reason I had assumed it was a dashpot, but there doesn't seem to be any resistance to it's movement at all. Is this correct, or do i need to start looking for a replacement governor?

The shaft should move freely.

Thanks Charles, I was hoping you'd respond, at least now I don't have to try and find a governor.
