That looks like the brace for the master cylinder/bracket it bolts to. This is a funny coincidence, I had the same question until I bought the M43 I'm working on now. On my M37 I couldn't for the life of me figure out where it went. Same for the brackets that support the radiator mount, when I saw them on the M43 a light came on in my head.
