Looks like it had a plow mounted to it at one time, hence the lights mounted up high. Why the goofy windshield though, makes no sense.

I forget what the M-number is for it, but the Navy had a bunch of the "high hat" models. There was a logical reason for the larger windshield, but I don't remember what that was, either. It would be a much better fit for me than a "standard" M37. (I'm 6' 10" tall.)
Upon re-examination of the pic, though, it looks like the hard top and taller windshield are home made. The Navy models were factory made and had much nicer looking hard tops. None of the "high hats" I ever saw had canvas tops.
