Yep, it's a regulator. The truck had a electric pump when I bought it. I don't remeber the name. You might try a commercial marine or fisheries supplier such s Seattle Ship Supply. I found a six volt pump there that was meant for the diesel cookstoves. They might have other "odd" voltages. I have since gone back to the stock set-up, and removed the regulator and electric pump.

I tossed my regulator, but I did a quick search and came up with a brand name of EMPI fuel pressure regulator. You can Google it. J.C. Whitney and Sears Automotive look like they carry it.
