Troubleshooting first things first; obvious places where water or coolant could have gotten in, cable cannon plug connections, voltage regulator around the cables or the cover, generator, around the cable connection, elbow, or end caps. Check ground straps on the regulator mounting for corrosion. Connection at the starter switch positive battery cable / field wire connection. If water is the issue, may work again after a good dry out. If connections are bad because of corrosion, then you may have to do some cleaning. If water has gotten somewhere and caused internal issues, that will be a bit more involved.
