Rod bolt question

How many foot pounds to tighten rod bolts?

Have a guy in the club who had engine block machined...new parts put in along with new bearings for rods/mains/cam....was not driven much after rebuild....had slight knock sound so he was told check rod bolts for proper torque....bolts seemed to be loose....when we checked all the rod bearings we found ALL of them badly scored...Also in the bottom of oil pan there was a lot of metal shavings. ALOT.....
Question.....could lack of proper torque on the bolts cause that damage and is there other places we should check? the mains are ok....

What did the trust bearing look like on the crankshaft?
