Steering arm to knuckle bolts

The bolts holding the steering arm to the knuckle halve on my truck where the same head design as the lower cap bolts. The other upper bolts have a notched head. Are these the locking bolts? there where lock washers on all of them and the manual shows no lock washers on the arm bolts.

Does anyone have a picture of their bolts holding the arm to the knuckle? Also the manual was confusing to me. What is the lenght of these bolts?
Is it 5/8 of thread 1 1/4 total length screw #7373746 pg 234 parts manual.
