I hit it the other day and I looked it up and cant find a description or what it does on the pump? - Thanks

You pump it up and down to prime the pump? Should it just be in the down position or does it matter?

Yeah, its a manual primer. Its spring loaded so it finds its own position to sit in.
Pretty handy for filling carbs after a rebuild or running out of gas.
