A guy stopped in my antique shop with a shoe box full of black and white pictures from his father, thought I'd share one here, the back of the photo says
"Five Korean laborers with the company Christmas tree in the truck. Dec 21, 1951"

The top of the chain sure looks like it is welded to the cap and the bottom of the chain is not visible but may well be padlocked to a fender brace or the frame. Or they lost the inner chain and to keep from loosing caps over and over that is one strong cap retainer chain.
Is there another photo in the set that shows more of the left side of the truck?
