Would the tubes and flaps for a 9x16 NDT be the same as for Superlug tires?

Yes, as long as the superlug was also a 9:00x16. Radial tires take a different tube, but the superlugs are not radial.

Good rule of thumb to remember with tubes is this. Radial tubes will run in either radial or bias ply tires, bias type tubes will ONLY run in bias ply tires.

This is the reason most dealers only stock radial type tubes these days, it works in either, and has pretty much done away with the demand for bias type tubes.
