You can always add a few washers (a rubber one provides some drag) or bend the tabs on the clevises to create a little resistance so the seat doesn't swing so freely but can still be easily moved into position when needed.
The spare tire usually keeps the seat from banging around too.

Here are some photos of the intake tube bracket mounted on the truck. The windshield can still be lowered unto the hood without interference.
