The original rubber draft pads served both of those functions and kept (some of) the road dust out of the cab. The spacer blocks are just that...spacers. Sounds like something was jammed into your shift linkage for the selector lever and it vibrated its way out on the return trip. The hubs wouldn't have anything to do with it. You should still be able to shift the t-case, regardless of how the hubs were set.

45 is about average for one of these trucks. I'm pretty sure that's what the military governor setting was, anyway. You might be able to tweak it enough to get 50 or 55, but by 55 mph you would be revving your engine a little more than might be desirable.
