Although backfiring through the carb will be caused by incorrect timing, too lean a mixture (bad adjustment, vac leak, etc), as well as sticking intake valves, will also give the same symptoms. By all means, go to the basics, and set it up "normally " i.e.: clean and gap plugs, check point...

I'm curious, did you have to overbore the shift levers to accept the spring bushings?
My ord 9 indicates that the original shift lever bushing OD is smaller on the shift levers than the OD of the spring eye bushings. (0.877 vs 0.998)

As some people have already said, blue ( or red) loctite is not needed by design of these engines. Honestly neither is likely to create a problem if sensibly used and it is unlikely that loctite thread locker will migrate any place in the engine, such that damage will result.

I had a similar situation with one of mine, which had not been run for many years. It was (as I am sure many would guess) sticking valves! Intakes. Compression tests are good, followed by leak down test to determine location of compression loss, if need be. Good luck with that, and let us know what ...
