When you say 2 inches, do you mean the point when the pedal starts to press the master cylinder? If so that can be altered by adjusting the rod linkage between the pedal Clevis and the m/c.

When you remove it look inside to make sure the pump diaphragm arm is still hooked to the lever.

Is the fuel line petcock opened? If already checked, disconnect fuel line from carb and crank to let line fill. If still no flow, make sure pump diaphragm arm is correct on the cam lobe.

Before you start taking the engine apart, make sure that the crankcase vent is functioning correctly. You can also go the Power King NR-50 (multi-mile tires) or Super Lug (STA) route is you want to keep the Budd rims.

While surfing the net a while back, I found Wartires.com. The website says they have XML 325 85 R16 Military Tires (4 for $1099.00). I believe this is the same size as the old 11x16's.

Don't forget to replace the 2 gasket washers when connecting the brake line fitting to the cylinders
