Do the bolts start on tailgate side so just bolt head sticks up on tailgate or rack side so nuts on tailgate?
Thanks,

I installed mine with the bolt heads on the inside so when sliding things in and out of the bed nothing catches on the threaded bolt shank. If it were installed the other way with threads up when the gate is lowered to the horizontal position the shank would catch if it extended beyond the nut. A nut with a washer protrudes further than just the head of the bolt.

A fastener known as as 'elevator bolt' is ideal, it has a very flat head and won't catch on anything.

I couldn't find a picture but I would think the bolt heads would be on the inside. The reflector screw heads are on the inside which I presumed were to minimize snagging equipment or troops. I expect the same thought would be with the pioneer rack.

I found a raft of elevator bolts at my local Ace Hardware store. Many sizes and lengths.
