With the contact and spring reversed and the wire seated fully it seems to work correctly now. I need to drive it and hope to god it doesn't start honking going down the road.

Sounds like a plan-you can always keep the rubber cover off, in order to remove the button in a hurry if necessary. Hopefully you now have the problem solved!

Gary , I drove it down the drive way and turned into the street and then backed it back in , Nothing honked, but I haven't had a chance to drive it in town yet. I will this weekend, I hope

I just did the horn wire and button on my truck this morning. (The last inch of old wire on he truck)
Mine was a cobble of homemade springs, insulator and ruined aged wire.
What I am not seeing in the above pics is the retaining clip in the cable terminal (M in the drawing fig 151 in TM9-8030.) Keeps the wire from pushing down the shaft and goes in he groove of the terminal. Might want to put one on before you do much driving.

No. I have it all buttoned up. It is a c clip that fits on the groove at the end of the wire terminal to keep it from being pushed through the insulator into the steering shaft.

Or you could cheat and use an e-clip available from Ace or your local hardware store.
