Could be civvy Power Wagon. That bolt pattern also fits the International M-2-4 so perhaps it's one of the two.

That looks like the typical BUD rim that was used from the 1930's on up into the 1960's The Ford AA 1 1/2 ton trucks were big users of those type rims. It was a narrow rim for 20 inch tires.
Chevy and Dodge trucks used them as well.

Similar to the Ford wheel. Those are very narrow, making mounting newer tires very difficult.
Those pictured are vintage GM 10-bolt wheels, with every other hole machined out to accommodate Budd nuts. They are also narrow, and may have been widened or had a wider wheel part changed out, just using the old centers.
