loose door striker

the door striker on the passenger side of my ambulance is loose in the door frame so that it slides back and forth about 3/4". The door will latch, but then slides out that 3/4".
The (2) big philips head screws holding the striker will not budge. I have soaked them repeatedly with all sorts of miracle fluids and pounded them with a hand-impact driver to no avail and there appears to be no way to access them from behind.
I haven't tried a torch yet to heat them up. Is that my only recourse at this point or does anyone have some helpful advise?

I'd go with heat at this point, and I'll mention an old trick: Sometimes you can heat the screw/bolt itself so it expands then lean on it with an ice cube or two to quick-shrink it, then use an impact driver to take it off. This reduces the chance of overheating and warping the panel area behind the latch-just use thick gloves when holding the cubes to the screw.
