A fuel pump question

OK here is a question for ya...
Why does it seem that our fuel pumps are built upside down ?? Just look at the AC logo. The civilian pumps that I see have the vacuum pump on the top and the fuel pump on the bottom, which seems better to me. SO why did the M37 end up with one that is opposite? There must be some answer somewhere.
