Very sorry to hear that. Also a very sad state of affairs there in Illinois. I would have to agree on the carry issue. Many non-carry states do issue carry permits for those carrying moneys.
As for vehicle prep for funeral procession use I believe a simply clean, good looking vehicle with a black cloth displayed is all that is needed.

So would it be correct to display the U.S.A Flag on the passenger side Front & the POW Flag on the Driver Side Front now Where would I Put The Black Material On The M 37. "don't want to get this deal boogered up"

Yes...display the American flag on the front right and the POW flag on the left front. That's the way to do it.
As for Illinois issuing permits to carry concealed...they do. They're expensive, though. My uncle has had a concealed permit for 50 years.
I fully agree with you on the political scene in Illinois. That's just one of the reasons I don't live there any more.

The black cloth just ID's the purpose of the trip. You can just tie it on the grill or on the door or you can wear it around your left arm.
