This is true, but the problem is that you drastically shorten the life of the LED. However, fi you dont mind changing them as frequently as regular incandescent bulbs, then this is a great way to go. 20 mA and 3.3V is a good place to start, but if you can put them on a variable power supply, increase the voltage to the point where the current draw starts to climb, then back the voltage off till the current stabilizes.
Then you are at the constant current max ouput for the LED.
They will blink with a regular relay. Im sure there is a solid state circuit that will do the same, but I have no idea how such a beast would be made.
