I think the heat generated by the curing resin would be very minimal in that case. I think the greater risk would be in wire brushing a leaking gas tank. Safety issues aside, I think its still a waste of time, as it will most likely be leaking again before winter is over.

My grandpa used to extinguish cigar stubs in the fuel tank of his Farmall tractor and never had an incident. The reason is that gasoline will not burn in its liquid state. The fumes burn like crazy, though. If you get the cigar/cigarette but through the fumes and into the liquid fast enough, you're okay. Most people are not that fast, though, so I DO NOT RECOMMEND EVEN TRYING. I don't want to hear "Bubba" saying "Hold mah beer an' watch this!"

Yep, and usually when repairs are being made to a leaky fuel tank, its generally full of fumes... Heat source, minimal or not, is still a bad thing.
