It looks like one-of kind bracket, for a mirror, and the passenger side looks the same?

Or if the specialty brackets were on the truck the same time as that auto style mirror bolted to the door they may have been for the old dual whip CB antennas.

IMS the hole for an antenna should be about 3/4" in diameter. An antenna mount is a good idea. Might have also held a driving or auxiliary light.

Whatever it is, it sure ain't stock. Now, you can decide whether or not you want to keep it. Your truck - your choice.

The bracket on the other side is a duplicate of the one shown and is upside down compared to the one on the drivers side.
I don't think they were used for mirrors because the stock mirror mounts are still in place and I will be using them as the project progresses.
I had thought of antennae or aux lights, but there are not any holes that would indicate wires were hooked up.

I had more or less came to the same conclusion as Lifer, that they are not stock and I will be removing and welding the holes closed.

They don't extend far enough away from the body to allow the mounting of spotlights or large mirrors. CB antennas would have just ran their 3/16" diam. coax under the windshield or canvas top seal.

I SAW AN M37 IN GREECE A WHILE AGO. IT HAD TWO MOUNTS LIKE THAT, AND A BENT PIPE (ABOUT AN INCH DIAMETER) RUNNING FROM THE ONE MOUNT, OVER THE TOP OF THE WINDSHIELD AND ENDING AT THE OTHER MOUNT, FOLLOWING THE SHAPE OF THE WINDSHIELD PREETY MUCH.. THE FLAT PIECE OF PIPE OVER THE WINDSHIELD FRAME WAS HOSTING 4 OFFROAD LIGHTS, AND THE WIRES WERE RUNNING FROM EACH LIGHT INTO SMALL HOLES ON THE PIPE AND DOWN TO THE MOUNT ON THE DRIVER'S SIDE, WHERE THEN THEY ENTERED THE CABIN THROUGH THE DOOR SLOT. NOT A FACTORY DESIGN, BUT QUITE SMART, SINCE IT ALLOWED ENOUGH CLEARANCE TO INSTALL AND REMOVE THE CABIN CANVAS WITHOUT REMOVING THE LIGHTS, PLUS ALL THE WIRES WERE PROTECTED FROM TREE BRANCHES. MAYBE YOUR TRUCK HAD AN OWNER WITH THIS SAME IDEA AT SOME POINT IN ITS PAST.
